    I was also having this issue with new Windows 7 PC's but then realised I had automatically joined them to my domain as part of our setup procedure. Once I removed them from the domain and logged in as Administrator the "Disable Offline Files" button was no longer greyed out. Then rejoin them to your domain and your good to go.
