Craig Tolley's Excel Cover Reports are really good you need to spend a little bit of time to set them up by exporting the noticeboard summary for every day but it doesn't take too long, and then you get some really good excel analysis reports, might help with what you are looking for: https://www.craig-tolley.co.uk/absence-cover-analysis/

Not sure if this would make a difference as well: https://powerbi.microsoft.com/en-us/blog/announcing-the-new-viewer-role-for-power-bi-workspaces/ Looks like if the dashboard is in a pro environment, which you would need one licence for, you can then have as many free viewer accounts, is that the case? If so schools would only need to pay for one pro licence to publish the dashboard and then they can invite as many read-only viewers to it as they want without them having permission to change anything or needing to have lots of pro licences.

Does anyone know if the sync will happen on a server if it is logged off? I have been reading that the onedrive sync utility doesn't work if you are logged off.

I wouldn't mind seeing the powershell script please.
