I have met the same promble when I restore the site to another server,I solve it now by this mehod: I found the reason is user(no admin) doesn't have permission to modify the path C:\Inetpub\wwwroot\tmp.Allow "Users" full control,now you can upload files:) BTW,Tuum,are you Tim Plummer? Maybe you know me,I'm leo:)
