Approved 10 (not 20) typo sorry

I am an ICTAC Co-ordinator and my Leadership team have told me to get a VLE in place ASAP. we are only looking at the approved 20 (is this a mistake) at this risk of sounding stupid can some of you please explain a few of the terms I have been reading in this discussion.....
