Go to C:\Program Files (x86)\Steam and right click on Steam.exe. Select Properties, then the Compatibility tab. Make sure the compatibility checkbox is not checked. THEN click the button at the bottom of the dialog titled "Show settings for all users". This will bring up another dialog, and on this one also make sure the compatibility checkbox is not checked. This worked for me!
