Moving taskbar with keyboard shortcuts

As the title says;

 

Is there a way to move the taskbar (which is locked via GPO) with keyboard shortcuts? I have a teacher who has moved her taskbar to the top of the screen I can't not move it back on her account for love or money!

 

I've tried using ALT+SPACE while the taskbar is selected but the options are all greyed out...

If the taskbar setting is blocked by GPO, I doubt there will be a way to over-ride that without editing the policy itself.

FIX: Locked taskbar moves to the top of the screen in Windows 7 SP1 or Windows Server 2008 R2 SP1 sounds very similar
