HAP locked everybody out

Hello my hap seems to have locked everybody out will not let anybody log in.

i dont no how to get on it, to find the problem.

i have put setup. at the end still will not work HELP

Try restarting IIS

We have restarted IIS. but not gone any where so we are going for a restart of the server.

Very odd, what message if any is it displaying?

thank you i ended up just restarting the server and magicly came back.
