Have you looked at the HDD of your server here:

C:\Windows\inf

If they are not there what about trying a restore from/to tape to that location?

Dont panic, everything carries on working, you just cant edit policies at the moment.

On a suitable PC (I used my Windows 8 desktop with RSAT) copy the files from the C:\windows\policydefinitions directory. Paste these into your domain\sysvol\domain\policies\policydefinitions directory. Reload your admin tool and you're good to go.

is it just that one policy? as ive removed adms from policys that dont need them before (so if im doing a policy just for office dont need system.adm etc) might just be a case of right click admin templates and adding back in the ones you need

Thanks! I figured this out like 15 minutes after I posted... I like the "don't panic." I think that all of us shouldn't panic... ever, there would be less stress. (But we don't live in a utopia now do we.)
