Disabling iPad Camera

We have a suite of 16 iPads managed by a teacher who is a Mac geek, however one thing that annoys him is you are unable to disable to iPad camera, does anyone "have an app for that" or know how to do it. I believe he has managed via a Mac Book Pro if that makes a difference.

You are able to do it without any addons

 

Settings > General > Resttrictions. Then turn Camera to off.
