sync centre on windows 7

I have a laptop with no GPO's applied but i cannot sync using sync centre, the option is there but i cannot setup a new partership?

 

Any Ideas?

If its enabled then I think the way you have to do it is to select the folder or drive you want to sync,

Click file and it says something like make available offline.

 

Can't remember seeing a way of doing this from the sync centre of the top of my head but could be wrong on that one. Havnt got a pc on me at the motto check.
