IEPWriter again

We've got a problem with IEP Writer not saving/opening IEP's correctly.

 

Basically when staff make a new IEP and click preview the file is saved in the IEPV3\students folder correctly. I can verify this by opening said file with notepad and the data is there. Now back in Sims, if I open the same IEP the targets are still there but extra data like the strengths box are gone.

 

We're using v3.11.0.1 and release 7.11.0.1
