What browser are you using as the VPP site doesn't work very well with IE, this is a unique Apple ID and one not used with iTunes ?

Having now spoken to an Apple SE about this the issue is that trying to sign in to VPP from the link below will give you this error.

I am getting somewhere now with Apple Support. I need to contact one of the 3 resellers Apple have in this country (none of which we bought from). I'll see where it goes from there.
