How to get all this set up?

I'm thinking of buying a server from amazon but how do i set it all up? I want to put it in my office so i can see what members of my family is doing what, and so i can have backups etc.

you need software for both of those, not server hardware.

You can do all of this with just a normal PC y'know given the appropriate software (which you would have to buy and install separately anyway). If you want to monitor what your children are doing I suggest you take a look a the Microsoft Parental Controls (free): EduGeek.net - A (Quick) Guide to Windows Parental Controls and invest in a NAS box for storage/backups. Chances are your home wireless router will be providing all of the network services you could possibly want anyway.
