Moodle Page display problems but only inside Firewall/Proxy Server

Inside School moodle pages display with the "Skip blockname" above each block.

From outside the school the page always appears fine.

Logically, therefore, the problem is with the proxy/firewall or browser settings.

Most sites appear fine inside school.

Can anyone tell me what is it that triggers these "skip blockname" links to appear above each block?

 

Any ideas or possibilities to check greatly appreciated.

I don't suppose this is down to Internet explorer running in compatibility mode by default for intranet sites? I had to disable this via GPO as it was causing issues to the way our moodle site was displaying.
