Can't add Groups to Groups

I have a server 2k3 domain where I can't add groups to groups.

 

When I go to the member of tab on a group and press Add it only searches the built in groups, so when I limit the search to the parent OU for the whole school it says that there are no security groups at all, but trying the same thing for a user yields every group I have.

 

I can't see anything different between users and groups or anything that should stop a group being a member of another group. Is this something that group policy could cause?
