[sims] Homepage panel missing

I'm setting up our HomePage and have managed to lose Missing Register Notification panel for all staff (like to do things in style) I can see it in my Group but not when logged on as them on the Homepage or in the Config section. Surely I can't be the only person to have done this, please say 'no'!

Assume your after - Routines > Home page > Home Page Group Configuration

Did you get this sorted? Is it possible, someone has been playing with permissions? I know i had to tweak my custom groups to get it to show when they first came out.
