dreamweaver does not play videos in webpage for limited accounts

Small problem with dreamweaver

 

when i add a video into a webpage using the insert plugin

 

As administrator the video plays

 

as pupils login the video does not play but the player opens

 

must be a permissions thing

 

could it be activex security or a permission on a folder.

 

anyone got any ideas

checked temp folder permissions but no difference

 

checked gpo to allow activ x
