Wacom Bamboo Touch refuses to draw on the canvas

I have an issue with a Wacom Bamboo Touch at home, Windows 7 64-bit.

 

In GIMP it suddenly started to work in the menus and let me select items with the pen but the pen refused to draw on the canvas area. I could use the mouse but the pen just didn't work. Typically this occured if I crossed over the grey background behind the canvas with the pen.

 

Thinking it was a software glitch as MS Paint worked fine, I bought a copy of Paint Shop Pro X4. Annoyingly it is doing the same thing! One minute the pen works fine the next it doesn't draw on the canvas at all. Tools like fill and the straight line Pen tool work fine, freehand drawing doesn't (defeating the point of a graphics tablet!). And at one point it worked but pressure sensitivity was broken.

 

Any ideas what it is doing? I have checked and PSP should be recognising the device with pressure sensitivity enabled.

 

EDIT - Further testing reveals if I lift the pen too high off the pad (enough for the tablet's light to change from red to white) it stops working when I put it down again.
