The Intel modular server, IBM BladeCentre S or HP C1000 all these system will get you Schools going at the lower end. They cost about 3-4 servers which seems good to me. At a later date these systems can be connected into a bigger system and/or better SAN. But we need people to see most that most Schools can virtualize. Some SMT teams seem to have the vision and have budgeted correctly to enable technical staff the budget required to run systems support to support a modern.
