Restricting use of certain apps and websites

I was wondering if there is any software available that you can use to prevent certain programs being ran or website visited that is relatively easy to use and can be used on a standalone laptop. A friend of mine wants to stop her children using certain programs and visiting certain websites.

You could use the windows parental controls. It lets you block websites, block applications and restrict games by age rating.
