[ms office - 2007] Outlook

Is there a way to make outlook auto archive via a GPO or something? We currently have a 2003R2 server serving windows 7 staff machines, and I have locked them down to a fair extent, but want to be able to force the archiving of emails. Exchange is being phased out in preference for Office365 / live@edu by county, so for the mean time, we are now exchange-less, and I would like to know how its done.
