publishing a dlink dcs-9010 through TMG

i am having trouble publishing a dlink ip camera through our tmg box. the website works ok so i can get to the config page and there is a secondary port setting which is set to 800. the web publishing is set to redirect to 800 which works but i still dont get any video, i get an access denied on a mjpeg.cgi url but i am not sure how to allow this through
