Belkin Flip USB KVM

Having problems with a Belkin Flip USB KVM (2 port, no audio). Works fine when first connected, but after shutdown and restart of either computer the keyboard and mouse aren't recognised. POST reports no keyboard. If I then pull out and reconnect the USB plug, the keyboard and mouse come back, but it happens after every shut down and don't think I can really ask user to unplug USB each time. Any ideas?
