creating a new public folder in outlook 2003 problem

Hi im trying to create a public folder containing calendar items in outlook 2003 but when i try i get an error saying i do now have the permissions to do it even though the user is an administrator on both the network and the local pc? any ideas

I didn't think this was possible in stand-alone Outlook?
