Cannot access Microsoft Licensing

For weeks now I've been getting 403 errors whenever I go to the Microsoft Service Centre and click sign in https://www.microsoft.com/licensing/servicecenter/. Is there a different URL I should be using?

Sounds like it's a Windows Live authentication problem. I had something similar once and the only way I managed to fix it was to go into Internet Options, Advanced and click on Reset Internet Explorer settings.

Update:

Problem turned out to be the netsweeper filter. EMBC amended the policy and now it works.
