is it ok to backup a 2008 dhcp server and restore it to a 2008 R2 box?

Should be fine, but just deactivate (not delete) the old scope server until you are happy that the new server is working ok, then you have a quick escape plan if anything goes wrong.

Best thing to do is to use the new 2008 R2 migration tools. They allow you to easily migrate server roles from a server running 2003/2008 to a 2008 R2 box. Have a look at DHCP Server Migration Guide for the DHCP guide
