Change the color of the SIMS menu bar when working in a non-current accademic Year

I've raised a change request with capita to change the color of the menu bar (or something else) when working in a different accademic year in SIMS. If you think this is good idea please vote for CR:1010-789462

Not entirely sure it's needed as anyone that needs to change years should be shown how to do it and know the impact.
