Need a simple wait message box

Has anyone got (or can knock up in 30 seconds) a nice simple countdown message box that I can stick in all users/startup to tell people to just wait 3 mins before trying to use the computer to stop people saying its very slow when its actually just very slow during startup loading as the computer seeks out the wireless, loads in 4 years of registry crud, and sophos attempts to update

 

Prefereably the prog should issue a 5KV shock to any user pressing a key or clicking on a mouse button but I'm happy to have that in V2
