Taskbar like bar in vb.net

I'm in the process of building a custom interface and a custom portal for the school and have built an application to replace the windows shell...

 

Only big problem is... Getting the running applications to display somewhere as of the removal of the windows shell.

 

As well as that i'd like to force the program to always run on the back, essentially pinned to desktop... Is this all possible?

So you want to create a essentially a shell UI to run on-top of the current Windows desktop UI? In VB.NET?

 

What's wrong with the current one?

You could get the program end task the explore.exe then change the height/width of the form you want to use.
