AUP Informant Client does not display on terminal services sessions

While one user has the AUP Informant Client displaying the AUP, the client will not run for any other users until the user has accepted or declined the policy. Once the client has closed, the next user to login will see the policy, and so on. Can this be fixed in a future version? (Windows Server 2003 R2).
