xp not automatically installing usb drivers

My xp image has lost the ability to install drivers automatically, plug in a usb device, it appears in "Other devices" with the code 1 error, if I manually click update driver and auto install it works, just doesn't try by itself.

 

I tried deleting and recreating the pnf and infcache.1 files, no difference

 

Checked the DevicePath, fine.

 

Any other ideas?

has te pc been properly sysprepped as iv seen machines before that have been sysprepped badly do something similar?
