auto detect proxy settings timeout

CLEO supply us with a url to auto download a pac file to auto setup proxy settings.

 

The url is not available on the outside net so when teacher laptop at home the computer can't download it and reverts to no proxy.

 

I've never used it myself before but last night I was finishing setting up new teacher laptop at home and noticed that it was taking 1min 10secs to timeout and revert to no proxy

 

Anyone know where to adjust this timeout value as I'm not winning with Google
