You'll note that the air-brake/spoiler is in the raised position. This rather implies a speed somewhat higher than 65mph limit in the Bay Area!

 

OK, so having watched Martin's find, maybe it wasn't so fast, but nor did I see any pelicans (or Lambo for that mater!)

well, the air brake was certainly no use as a floatation device.
