MRBS room booking assigning admins

Ive got this up and running using pop3 for authentication, however I cant for the life of me find where you assign admin rights to users.

 

Once I change authentication from config to pop3 it fails to recognise the admin user that is set up in the config..... Can anyone point me in the right direction.
