Webdav - Non-admin users authentication

I've just setup webdav on our exchange box, installed the certificate and what not and it works ..... for me.

 

However when I try using a non-admin user (staff/students), It won't work I'm sure its just a permission missing but I have no idea which one and the tutorials that I used don't mention this problem.
