Can you not just set the printer on the server to draft that way all documents sent there should print as draft. If Staff do not like this when they print then set up another printer pointing to the same physical device not set as draft, you could even give them priority over other users.

If you set it in the printer default settings on the server, the clients should pick up that when they connect to the printer in the login scripts/whatever.

that's the problem - i cant find the draft setting ANYWHERE on the printing preferences for the HP 2550...

The Manual for this printer suggests that print quality can be adjusted as below

 

Changing the print quality

The printer driver automatically chooses settings for your document to optimize the quality of

the output. However, you can change these advanced settings, such as raster compression

or scale patterns (WYSIWIG).

● Windows: Gain access to the Print Quality settings by clicking Details on the Finishing

tab.

● Mac OS: This feature is not supported.

 

There does not appear to be anything else? HP hope you will use those expensive consumables up as quickly as it is possible.

See if you can find a driver for another printer that works with that printer that has some better options. I was having trouble with my Xerox Phaser 8400 printers the other day and they were printing ok using a HP 4050 driver although only in black :)
