Some citrix/ts sessions stagnating??

On our citrix/TS, we ocassionally end up with a few sessions that remain in a disconnected state.

 

Now I have configured ts settings to close disconnected sessions after 1 minute (as a test) and even set the idle to 10 minutes. I rebooted the TS to ensure these settings were applied to newly logged on users.

However I am still getting disconnected sessions that have been in this state for over 20 hours and as such some users cannot log on. Whats weird is I cant even reset the session, I have to reboot the TS before these sessions will disappear
