I need to locate a BECTA doc

I need to find the webpage/information about when secondary schools have to have certain aspects of VLE's in place (sometime in 2009 I think) so that I can refer to it in a dissertation. Despite searching for a good 30 mins I haven't come anywhere near it. If anyone out there knows where this doc is I'd be grateful for the help. Ta.

This was the LA advice & guidance for Standards Fund 121a that was issued by Becta. Page 3 onwards is probably of most importance to you.

It kinda fits in with this thread, what do they mean by "Real Time Reporting"

 

Does the SIMS Webparts currently provide this with Assessment, Attendence and Conduct Log webparts? or do they want an actual report?
