Quad9 Outage

Quad9 went down, wondering why a majority of things stopped working!

Kept Quad9 as DNS1 and then added Cloudflare to DNS2

Our London PoP has gone offline, and most UK traffic is routing to Amsterdam. There is some service degradation (timeouts, retries) due to insufficient capacity in Amsterdam to handle all UK traffic. We're working to bring London back online as soon as possible. Issue Start: 8:58 UTC
