Nursery timetabling

Does anyone have a system for timetabling nursery placements?   While we enrol the pupils in Arbor and use this for all the MIS functions, it isn't really designed for planning Nursery places.  Specifically we need something that can track all the sessions to make sure we are within ratio, and plan ahead for example when our 2 year olds become 3 year olds and so move class mid way through a year.
