Unable to open Publisher Files

Hi all
 

Has anyone ever had an issue with Microsoft Publisher 2019 where a user cannot open the publisher files they download on their laptops. 
 

Publisher opens however it then changes to not responding and will either crash or take upto 10 mins to open. 
 

This only seems to happen on the users laptops and only when they are connected to the network, if they access the file via of the offline files cache they can open it.
