PC Control for person with very, very lmited mobility

I am looking for advice here. A friend's son has had an accident which has resulted in a loss of his ability to move anything other than eyes and limited head movement. The worst part of this, is that he is fully awake and aware of his surroundings. He is hopefully on a road to recovery, but its a very very long road.

 

I have been asked if I am aware of any solutions which will allow for basic control of a computer, mainly for media consumption (play\pause videos etc) using just eye movement. We have tried the eye control built into an iPad, but its not very effective.

 

Any ideas? At the moment, money is no object, lets look at whats possible and then worry about the costs.

Theres a gamer company on facebook I see regularly that does LOADS of crazy stuff for people with super low mobilty so they can play games etc. I cant for the life remember it - I will find it tonight.

Even if you don't want gaming stuff - If they can set up a rig so someone who can literally only move their lips, can play call of duty - then they can cater for pretty much anyone else in the world using any other software on a PC?

I had a quick demo of ClassVRs headset at BETT a few years ago, that used a gaze-based menu system - you might need to be able to move your head a little bit:
