Microsoft Entra ID P1 for password writeback?

We have moved on a lot of our schools to SSO sign on's through an on premise server with Entra AD Connect. All works great however we are interested in setting up password writeback to on-prem from 365 admin. Looking up it seems to require an Microsoft Entra ID P1 license to enable this.

 

My question is, does EVERY user in the tenancy require these licenses in order to get this to work, or can we simply assign 1 license to our global admin account to enable the setting and leave it at that?

Every user *should* have a P1 license if you want to comply with Microsoft's licensing terms. Do what you will with that information.

I believe I understand where you are coming from and of course would never go against any terms set by the great and powerful Microsoft!

Also, the last time I looked an A3 license wasn't very much more than a P1. A3 gives you P1 plus lots more and allows you to explore the benefits of Intune.
