Sharepoint - Opening file brings up dialogue

Using Edge

 

Tried different users

Resetting settings etc to no avail

 

Anyone seen this before?

Seems to be related to URL

Issue occurs on some PC's where the URL ends web=1

 

Changing to Web=0 works

 

Awaiting feedback from Supplier of system we use
