Keyboard Language Input, not showing installed language

Hi all,

 

Just wondering if anyone has had any experience with keyboard input languages, we have installed a Ukrainian language pack on a W10 machine, I can then press Windows Key and Space which allows me to toggle between installed languages. On the logon screen the Ukrainian language shows as an option but when a user logs into that machine, the language doesn't appear in the list and also doesn't appear in Settings > Language. Is there a way that a language can be installed for all users?
