[ms office - o365] Forms - Can you control the default action of the ‘New’ option?

Does anyone know how (if you can) control the default action of the "New" option in Forms?

 

Ours defaults to "New Quiz" - but it used to default to "New Form".

 

Another Tennant I have used has "New Form" as the default. I can't seem to find a setting that controls this. The only random thing that pops into my head is that one is using "Education" licenses and one is using "Business" licences...
