Group policy GPP users and groups question

Do gpp users and groups remain persistent for the computer / user if they access their laptop from outside our domain?

 

Need to move from restricted groups to gpp users and groups due to an issue.

 

Previously with restricted groups, if a teacher worked from home and if they had been given local admin rights their laptop would remember this even if they were not connected to our domain. Just checking that gpp users and groups works like this and the settings are persistent.
