Teacher unable to reset password for students

Hi

 

We have a teacher who has the password administrator role assigned in Office 365, is team owner for all groups (not that this matters) but teacher is unable to reset password for most users except her class it seems

 

She keeps getting below error

 

you cannot reset the password for this user because they have admin roles

 

But the user is not part of any admin roles or anything so its bugging me!

 

Any ideas?
