Issues with Google built in Android management

I'm deploying an increasing number of Android tablets into one of my schools...

 

I thought I'd got it the way I wanted it, but I've needed to make a couple of tweaks - including the addition of background apps like gboard into the managed play store for updates, but the tweaks don't seem to appear as actionable on the device. I've done several policy syncs and it's now been over 3 hours since I made the changes but none of them seem to appear?

 

If I deploy a new device, or reset an existing one the changes are included.
