Dark lock screen overlay / reduced brightness

Hi all,

 

I am setting a lock screen image to apply to all laptops/pc's but it seems like windows places a dark overlay/reduces the brightness of the background. I get that this may be done by design so the white text is visable on all backgrounds, but just wondered if anyone knows if its possible to remove this overlay?

 

Just to confirm, i am not refering to the blur settings, I have disabled this setting.
